LOTR "Two Towers" what was the place the two head orcs kept mentioning? The place they were to send Frodo?

It sounded like Lavours or La'bours or something. I am listening to the Audio book, and no google searches pick up what I'm typing in. The two orcs are Shadgrac and somebody else. Any help is appreciated
