Can a Texas State Trooper pull you over in Oklahoma?

Or vice verse? Say I am driving to Oklahoma from Texas and there is a Texas State Trooper sitting before the border to Oklahoma. If he tries to pull me over and I continue into Oklahoma, can he follow me? I know he has state jurisdiction but I always thought they had to get permission to enter another state.
