Is it sin for a guy to have long hair, and if it is what does that bible say about it?

The question itself is pretty self explainitory ahha !! But im asking b/c my older brother has WAY-TO-LONG blonde hair, like it's atleast 10inches past his shoulders, absolutely ridiculous! Anyways he won't get it cut;; but I Hear that the bible says that guys shouldnt have long hair only women should, and I was just wondering if that is in the bible what verse? B/c my mom's a strong Christian so I know that if it's a sin shel hopefully make him cut it!! Haha well thank you for answering ;D
