If the God of the Bible is real, should He be held accountable for his actions?

Leviticus 25:44 says "Your male and female slaves are to come from the nations around you; from them you may buy slaves." 19th century apologists for slavery specifically used this verse to argue to continue slavery. There were real victims, not just characters in a parable or metaphor. By putting that rule in there, He intentionally strengthened the slaveowners' position. As an omniscient God, should He be held accountable for this action?
